I often turn to Anthropologie when I’m looking for petite-friendly wedding guest dresses. They carry a wide selection, and many of their petite styles work well for more formal settings.

The Jocelyn Dress is beautiful and feels really elevated. I’m wearing it here in Petite XXS and find it to be true to size.

It has adjustable straps with two button options. For me, it would be perfect if there were one more option to shorten the straps just a bit—the current length works, but it does dip slightly and can show my bra. You could opt for an adhesive bra or nippies, but I would prefer to wear a strapless bra.
